Information Resources, a Kier-led consortium, has now signed contracts with Oldham Borough Council to provide a high-technology library and lifelong learning centre under the private finance initiative (PFI). The project is valued at £80m over 25 years.
The consortium comprises Kier Project Investment, Kier Regional, Caxton FM, Allied Worldwide, Barclays Capital providing third party equity and Helaba providing the senior debt.
Manchester-based Kier North West (Kier Regional) will build the £13m library which incorporates a sedum covered green roof and a unique copper clad performance hall in a prominent location in Oldham town centre. This project forms the second phase of development within the town’s cultural quarter. When complete, the library facilities will be operated and maintained by Caxton FM, Kier Group’s facilities management arm.
This follows Kier Group’s successful completion of Bournemouth Library in March 2002 which recently won The Prime Minister’s Better Public Building Award, the first PFI project to ever win the accolade. The ICT facilities for Oldham Library will be similar to those of Bournemouth, including customer internet access and a library database, to be provided by Allied Worldwide.
