SCF is a collaboration between Devon and Hampshire County Councils that offers public sector organisations throughout London, the South East and the South West support with construction procurement of projects from £1m and above.

It draws on the authorities’ collective strengths and experience of managing construction frameworks to provide an efficient and modern construction procurement framework.

The SCF can be used by local authorities, public sector bodies and charities across London, the South East and South West of England for individual projects or whole programmes of work, including new build, extensions, improvements, renovations, repairs and associated site infrastructure works.

Sharing best practice

SCF is a managed framework with a positive continuous improvement culture which ensures opportunities for efficiencies and lessons learned are identified, captured, and shared from one project to the next.

All SCF contractors meet regularly together with the framework management team to share best practice, drive forward new improvements, and review performance, workload and market intelligence. As a true partnership we are committed to providing framework users the best possible construction experience, and to improving our performance, year on year.

Since being appointed by the SCF Kier have undertaken a range of projects totalling more than £200m with project values from £3m - £36m including schools, colleges, universities, leisure schemes, commercial buildings and sheltered housing.

Our clients include the University of Bournemouth, Exeter University, the University of the West of England, Plymouth and the London School of Health and Tropical Medicine. Our local authority clients include Bath and North East Somerset, Buckinghamshire, Devon, Exeter City, Hampshire, Plymouth City, Somerset, West Berks and Woking Borough Council.
