Our challenge was to deliver a prison that could demonstrate good value and be built faster than previous schemes. Our design had to provide an environment that was safe, secure and invigorating for those that worked and lived there, but most of all it had to consider the lifecycle of the building by providing cost-effective operation.
To meet the client’s strict sectional completion dates and enable a faster, safer and more cost-effective construction programme, Kier developed a range of innovative and lean building techniques, maximising off-site manufacturing.
The complexity of the task, including manufacture of more than 13,000 precast units was helped by pushing the boundaries of early BIM. This meant that as well as extensive use of precast concrete, all of the M&E installations were modularised, including plant rooms, full-height service risers and a complete energy centre. Each element was manufactured offsite, delivered and craned into position.
The delivery of HMP Oakwood demonstrated how class-leading lean management could be used to support a collaborative working arrangement between the client and every member of the delivery team. The project was designed to meet government targets for public-funded sustainable development; to be energy efficient; take account of whole life costs and achieve BREEAM Excellent.
Modularisation created added value through the consistent production of quality products in controlled environments at no added cost. On site operations were made safer, simpler and more predictable, building resilience into the delivery programme. Costs were reduced by eliminating the need for external scaffold and by reducing the number of site operatives.
The success of the design has enabled the operator to reduce staffing levels, and therefore long-term running costs to the establishment. This has been achieved by the use of robust material specification, and well considered, efficient building layouts that do not have blind-spots and maintenance intensive features.
HMP Oakwood was ultimately delivered on time and under budget. What’s more, it was completed safely and quickly. In total over 2.3 million accident-free hours were worked, resulting in two RoSPA Gold Awards.

The new prison at Wellingborough will be an adult male Category C resettlement prison, designed to enhance rehabilitation. The project is embracing a Design for Manufacture and Assembly (DfMA) and integrating digital tools to drive efficiencies in the design, construction and operation of the facility.
