The Challenge:

Park Hill Flats is Europe’s largest listed building, located just outside Sheffield city centre. The phase three refurbishment covers 13,000m2 and follows phase one (completed in 2011). It will run alongside the phase two refurbishment currently taking place.

The flats are in poor condition; concrete railings were crumbling, some of the flats had been broken into and graffitied, and the building contained a significant amount of asbestos.

Flats will be knocked together to create the new cluster flats. Entrances to the flats will be on one level, with steps going up or down to main living areas and bedrooms. Each bedroom will be ensuite. The concrete walls will be left exposed, rather than covered. 

The Solution:

The damaged concrete balustrades will be repaired, rather than replaced, retaining the building’s original features. The flats originally had pegs fixed to the tops of the balustrades for washing lines; these will be retained or repaired, and reinstalled, in keeping with the flats’ original aesthetic.

The asbestos was removed by specialist sub-contractors, and the partition walls of each flat was removed. The uneven concrete floors were repaired and levelled, and new SFS and partition walling was installed.

New windows have been installed, with floor-to-ceiling glass doors looking out over the balcony of each flat. Students will not be able to open the doors for access to the balcony for health and safety purposes, although all windows will be able to open.

The Impact:

The Park Hill project will rejuvenate another block of the iconic flats, restoring the Grade II-listed building for future generations and ensuring that Park Hill becomes a desirable place to live for young people studying in Sheffield.

The project will also bring additional benefits to Sheffield in the form of social value and investing in communities, providing work experience, supporting apprenticeships, and utilising local labour wherever possible.
