Carrying out a £120m 5-year improvement programme on the fourth busiest road network in the UK at a cost of £100m as well as making a business case to County Councillors to invest in a long-term asset-focused approach. This would remove the usual annual budget allocations and allow for long term planning of road maintenance and repair.
The project team consisted of specialists from Surrey, Kier and the supply chain, working together to share information, resources, risks and opportunities.
Being part of a 5-year programme meant that suppliers and subcontractors were assured of continued work, allowing material costs to be driven down and for them to increase investment in new techniques and equipment with confidence. It also broke the cycle of annual budget allocations, allowing long-term programming and minimising mobilisation costs. Project Horizon was procured as an ‘open-book’ project, meaning transparent schedules of rates and profits achieved through hitting Key Performance Indicators, maximising value and reducing cost. Removing the team from their “business as usual” roles engendered a shared team-working ethos and generated responsibility and accountability.
Collaboration, innovation and efficient delivery were the key to saving £20m on the project.
Project Horizon dramatically improved the condition of the roads in Surrey, moving from bottom to top quartile performance within the period. This improvement was reflected in customer satisfaction rates, going from a negative net satisfaction rate in 2012 to a plus 50% one in July 2016.
Confidence in the project saw Councillors consider accelerating the programme, extending the scope and increasing the level of investment. Horizon made an impact on customers; with visibility of the forward programme and its area based approach, creating a visible impact within communities.
