We delivered a 21km pipeline and pumping station connecting Blackpool Pit to Restormel Water Treatment Works on behalf of South West Water. These works were carried out during the AMP7 cycle, and repurposed a former quarry to strengthen regional resilience—enhancing water availability and reducing the risk of supply restrictions amid rising demand and climate pressures.

Repurposing water resources for future demand 

This AMP7 investment saw Kier construct a 21km strategic pipeline and associated pumping infrastructure to transfer raw water from Blackpool Pit—a disused china clay quarry—to Restormel Water Treatment Works. 

Once treated, the water enters the supply network, increasing availability during peak demand periods and supporting the long-term resilience of Cornwall’s water supply.

A future-ready solution 

Now fully operational, the scheme contributes to South West Water’s strategy to improve drought resilience across the region.  

With this and other projects, the utility has delivered a 34% uplift in water available for use in Cornwall since 2021 according to Pennon Group, South West Water’s parent company.  

Despite the driest start to spring in 69 years, no restrictions are forecast for summer 2025. 

Delivering outcomes for customers and the environment 

By enabling the use of a previously untapped water source, this project strengthens the region’s supply network.  It increases resilience in times of high demand and supports South West Water’s strategy to protect customer supply.  In doing so, it also eases pressure on existing sources, promoting greater environmental sustainability across the catchment.

The Blackpool Pit pipeline scheme is part of a wider programme by South West Water and delivery partners to repurpose disused sites and boost network resilience. By engineering a flexible, demand-responsive solution, Kier has played a vital role in futureproofing supplies for the region.
