Leading infrastructure and construction Group, Kier has secured places on two major Pagabo managed frameworks worth up to £10bn, creating new opportunities to deliver vital infrastructure and construction projects for public and private sector clients across the UK.
The Group has secured positions on 81 Lots on the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026. With projects ranging from £5m-£30m+, across seven major sectors: highways, rail, water and environmental, maritime, energy, aviation, and nuclear and defence.
The civils framework has capacity of up to £5bn and brings civil engineering, infrastructure and enabling works together to support projects ranging from roads, rail and water infrastructure to energy transformation, defence and wider enabling works.
Across the four-year National Framework for Major Works 2026, Kier has been appointed to 14 core places. The framework, which has a capacity of up to £5bn, provides a route to market for major construction and refurbishment projects valued at £5m and above.
These appointments give Kier core positions across Scotland, the North East, the North of England, the Midlands, Wales, the South West and England-wide opportunities, spanning every value band from £5m to more than £60m.
Both frameworks are managed by Pagabo on behalf of YPO and will run until October 2030, giving eligible clients access to pre-qualified contractors through direct appointment, fast-track procurement or further competition.
James Askew, commercial director for Kier, said:
These appointments to new Pagabo managed frameworks further strengthens our standout position on major UK frameworks, giving us broad access to a significant pipeline of opportunities across both infrastructure and construction. Our scale, breadth of capability and strong regional presence mean we can turn that access into delivery across different sectors and geographies. We have a proven track record of project delivery through Pagabo and supporting the local communities we work in through our social value commitments.
David Llewellyn, construction and infrastructure director at Pagabo said:
The quality demonstrated throughout the procurement process reflects the strength of the suppliers appointed to the framework and their ability to work collaboratively to deliver high-quality outcomes for clients. Through the procurement support Pagabo provides, alongside greater opportunities for early contractor engagement and collaboration, we’re looking forward to building on the success of previous iterations and supporting the delivery of ambitious projects across the public sector.
First appointed to the Major Works framework in 2020, this latest appointment continues Kier's involvement for a further four years.
Kier's high-profile construction projects procured through Pagabo include Amwell View School in Buntingford, the High Wycombe Campus for Buckinghamshire College Group and Northstowe Unity Centre. Critical infrastructure projects in partnership with Pagabo include Hesley Minewater Treatment Scheme, Natural Resources Wales’ Chapel Reen Outfall and the Regent Centre Station Redevelopment for Nexus.
