Project summary

Kier completed a major programme of internal and external planned maintenance for Clarion Housing. The programme included major internal component renewals, roof renewals, brickwork and concrete repairs, mechanical and electrical renewals, fire safety works and redecoration and repairs to communal areas across 17 high-rise residential blocks in Old Ford, East London.

The 17 blocks covered by the contract scope were situated on several neighbouring estates within a square mile area, and this meant that multiple site offices and materials compounds were required to carry out works in different estates.

Working with leaseholders

After completing stock condition surveys and analysis of Clarion’s existing stock data, we worked with the client to schedule works requiring Section 20 notices in a way which would alleviate the financial burden on leaseholders.

Some 50% of the properties on the Parkside estate were leasehold and home to owner occupiers who were understandably keen to protect the value of their property through a high standard of work. Our Site Manager arranged a leaseholder-only estate walkabout to explain the project in greater detail and field questions, while our commercial team held sessions on leaseholder billing and invoicing to explain the payment process in more detail and answer questions on project costs.

Completing works

Due to the size of the tower blocks and the extensive scope of the brickwork, cladding and concrete repairs required, we used mast climbing work platforms to complete works on eight of the buildings. This solution required much less space and setup costs than traditional scaffolding and was equipped with a goods lift allowing rapid transfer of staff and materials, thereby improving efficiency and enabling works to be carried out more quickly.

We were also able to utilise cherry pickers and scissor lifts to carry out external works to eight low rise properties separate from the main scheme, which helped reduce access costs and inconvenience to residents and pedestrians caused by scaffolding towers.

Social value

As well as working closely with Clarion to deliver an extensive major works programme, we are proud to have collaborated with them to develop and implement tailored social value activities with a significant focus on employability. We also held numerous resident community events and were pleased to have the opportunity to refurbish the Roman Road community centre.
