The Challenge:

The scope of the seven year project involved the construction of 11 buildings, which for programme purposes were treated individually even though in reality they were connected. Four of the buildings were required to withstand a Seismic event.

Typically, the buildings were oblong in shape (Up to 140m x 45m), each with three floors (up to 53m high). All were subdivided into separate rooms or work areas (up to 50 in number) to accommodate material handling and processing. We completed water retaining structures and concrete base construction within individual rooms as part of the works that involved between 350 and 400 operatives on site, 85% of whom were directly employed.

As the works were carried out within a ‘Nuclear Licensed Site’ overseen by the Office for Nuclear Regulation (ONR), close co-ordination with incumbent security team was necessary to ensure that the works could be completed adjacent to an operational facility.

The Solution:

A new main access road was constructed to control all site vehicle movements. A security fence was erected around the perimeter to segregate the construction site from the existing Urenco facility.

Dedicated contractor parking was established within the new perimeter fence, along with independent security and biometric personnel access to reduce employee waiting time and pressure on local infrastructure.

Site cranes operated within strict parameters due to the proximity and sensitivity of the adjacent existing operational process plant. Concrete was provided by an on-site batching plant to limit disruption on the local roads and to ensure continuity and consistency of supply.

Four seismic qualified buildings were constructed to the highest degree of tolerance governed by Kier’s rigorous quality procedures developed in line with stringent nuclear industry requirements. The total number of Kier supply chain partners is 92 with largest packages being £35m of structural steelwork and £13m of cladding.

The Impact:

Kier embedded a positive project culture by encouraging constructive dialogue across the team. Particular emphasis was placed on regular safety workshops, engagement tours and audits to promote and encourage a safe working environment.

We divided the site into key areas with their own handover dates, allowing other contractors to input their timings into Kier’s programme, increasing site efficiency. This helped manage contractors carrying out multiple high-risk activities concurrently.

The site used 72% recycled water with none discharged outside the plant, thanks to implementing rainwater harvesting at the on-site concrete batching plant. 600 jobs were created with over 40% of Kiers’ supply chain workforce coming from within a 50-mile radius.

Excellent Community liaison over 5 years of construction activities enabled a Traffic Management Plan helping avoid the local village. Regular information meetings helped inform residents about noisy works, understand their issues and special needs and actively support local businesses.
