Kier Places is working alongside partner contractors to deliver L&Q’s Major Works investment programme (MWIP), a 15-year £3bn housing maintenance programme (2023–2038) supporting and updating its residential portfolio across London and the South East. Our focus is on improving residents’ homes and day-to-day living environments through essential upgrades, including kitchen and bathroom replacements, front entrance doors, electrical installations, windows, decarbonisation works and complex void refurbishments.

Driving value through collaboration

Kier Places works collaboratively with the partner contractors on this framework, each of which has a designated, geographical area. Kier proposed to the client the formation of a Contractors Core Group (CCG) to bring together contractors to share ideas and best practice. The CCG has provided tangible benefits including:

  • Aligning surveying for decarbonisation and other planned works to reduce timescales, eliminate multiple visits, and reduce costs

  • Joint training, providing a consistent customer experience in each geographical area

  • Working as a team to increase social value outcomes.

Project Delivery

Delivery is overseen through a structured Framework Execution Plan (FEP). The FEP defines a clear, consistent approach from enquiry to aftercare, aligning. This ensures coordinated national resourcing and provides L&Q with reliable, consistent insights on performance, including KPIs, social value, and benchmarking.

We use our Concept IT platform to integrate and manage programmes across multiple workstreams, enabling better coordination, reduced waste and improved cost efficiency. A master programme links all individual property plans, giving a clear, real-time view of progress.

Delivery is underpinned by a ‘one team’ approach, with all operatives undertaking bespoke inductions, including L&Q’s Passport to Work.
